Before proceeding, make sure to back up the essential data and settings as everything on the console will be wiped clean. Also, make sure the console does not lose power during the initialization process. If the issue persists, check if using a network extender/WIFI to LAN adapter solves the problem, or if possible, using an ethernet cable clears out the issue. If you are bound to use WIFI, then you have to try another router to solve the problem.
