After investigating this particular issue, it turns out that this problem might actually occur due to several different causes. Here’s a shortlist of potential culprits:

Method 1: Reboot or Reset Router

A network inconsistency is often times responsible for this particular error code (BYA-403-011). This will typically occur because many Internet Service Providers (ISPs) will randomly assign a Dynamic IP address from a predefined set pool of addresses. However, Hulu has a problem with this practice, particularly when an IP address is migrated over from one Hulu user to another. Under certain circumstances, this practice might result in a particular IP being blacklisted. If this scenario is applicable, you can typically go for 2 different methods that will force your ISP to assign you a new IP address (hopefully one that was not previously used by a different Hulu user):

Restarting your router – This will essentially refresh your TCP and IP connection, which will determine your ISP to assign a new IP for your affected device.Resetting your router – In case the issue is rooted in a router setting you have previously established, a router reset might be enough to fix the issue with Hulu playback. But keep in mind that that this operation will essentially reset your router to the factory state.

A. Restarting your router

This is the ideal way to start because it forces your network device to assign new TCP and IP data without actually clearing any custom settings that you might have previously established for your router. To go for a simple router restart, look at the rear of your router and press the On-Off button once to cut off power. Once the power to your router has been cut, physically disconnect the power cable and wait for a full minute to ensure that the power capacitors of your router are drained. Once you have successfully restarted your router and internet access is reinitiated, wait until internet access is back, then attempt to stream content from Hulu again and see if you still end up seeing the same BYA-403-011 error code.

B. Reseting your router

If the first procedure didn’t’ work for you, there’s a big chance you’re dealing with a more serious network inconsistency that cannot be resolved with a simple network reset. If the problem originates from a router setting, your best chance at fixing the problem is to return your router settings back to their factory state. This operation will end up fixing every instance where the BYA-403-011 error code is caused by an inconsistency rooted in a router setting. However, it’s important to understand that resetting your router will also mean that every custom setting that you previously established in your router setting will be reverted back to their factory defaults. This includes custom PPPoE credentials, forwarded forts, whitelisted/blocked items, and everything in between. If you decide to go through with this procedure, you can initiate a router reset by pressing the reset button on the back of your router and keeping it pressed for about 10 seconds until you see every router LED flashing at the same time. Note: Keep in mind that with most manufacturers, you won’t be able to reach the Reset button unless you use a sharp object like a toothpick or a small screwdriver. Note 2: In case your ISP is using a PPPoE connection, you’ll likely need to re-configure your router with your ISP credentials in order to re-establish internet access. Method 2: Disable Anonymous Proxy or VPN Service

Keep in mind that Hulu is notoriously known for not playing nice with Virtual Private Networks (VPNs), Virtual Private Servers (VPS), and Proxy servers. Basically, any software that that is used to route online traffic to a central server is frown upon and Hulu’s protection system may determine that the connection should be terminated. If you’re actively using a proxy or VPN client as you’re encountering the BYA-403-011 error code, you should attempt to disable them and see if the error code goes away on their own. Of course, depending on the technology that you’re using, the instructions will be different. Because of this, we’ve put together 2 different sub-guides that will walk you through the process of uninstalling a VPN client or disabling a Proxy server.

Method 3: Contacting your ISP

If you’re using a tier 3 ISP that is known to assign their customers dynamic IP addresses from a set pool of addresses, you can expect to encounter this problem if you were given an IP that was previously used by a different Hulu user. But even if this happens, this is not guaranteed to have negative consequences -Typically, it’s enough to force your TCP / IP data to refresh (Method 1) in order to fix this problem. In case you’re unlucky enough to have received an IP that Hulu has previously blacklisted due to suspicions of violating their TOS, the only thing you can do to clear your name is to contact your Internet Service Provider and ask them to assign a new, untainted IP range. Of course, the steps of doing so will be different depending on which ISP you’re actively using.

Method 4: Install a ‘safe’ VPN program

If you’re encountering the BYA-403-011 error code while trying to access the Hulu from a location where Hulu is not yet available, keep in mind that there are certain services that will allow you to block Hulu’s location anonymity blocker detector (which is pretty good btw). As of now, all of the content you’ll find on Hulu is limited to US and Japanese residence. And when comparing it to Netflix, Hulu is way more adept at determining whether you’re using an anonymous proxy. However, this creates an issue with US and Japan residents that are strict about maintaining their online privacy. Fortunately, there are a handful of VPNs that a lot of users are successfully using when streaming content from Hulu.
